Proficient (weapon enchantment)

Proficient is a weapon enchantment that can be applied to any weapon.
The wielder of such a weapon automatically knows, how to effectively use it, and thus counts as proficient with it, negating the -4 penalty for using a weapon without having the appropriate proficiency to do so.
